He wants to regulate them like Comcast, Time Warner, AT&T, Verizon, etc. to level the marketing/data collection/innovation playing field and(in theory) reduce some of the push back against net neutrality.

Of course not, I'm just stating the thinking behind it. Its much harder to make major changes when your a public utility. Some would say it freezes the companies where they are.
