Wrestlemania 28: 8 matches last year, including a tag match
Wrestlemania 27: 8 matches that year, including a tag match
Wrestlemania 26: 10 matches, including $ in the Back, 1 tag match and 1 Diva Tag match.
This means that the WWE mandates at least 1 tag match and some championship battles. I'll try to compose something that incorporates the WHC, some angles and the WWE title.
My
5 matches are the one's that matter. The Writing Team can fill the rest of Wrestlemania with Divas Tag Title & IC title matches.

Tag Match: Wade Barrett, Mark Henry & Big Show vs. Kane, Ryback and Chris Jericho
- Elimination style (which really means Survivor Series style)
- Kane and Ryback don't get along, Jericho has to wrestle the bulk of the match vs. Smackdown's monsters.
- Kane turns heel and is pissed off that everyone views him as a joke & that Daniel Bryan is in a big singles match.
- Kane turns on Ryback, allowing Henry to get the jump on him.
- Ryback pins Henry and Big Show, and Barrett gives the tired face a run for his money before eventually being pinned. Ryback wins.
- This gives a bunch of guys a paycheck. This also establishes: Ryback as a badazz again, Barrett as someone that can push the badazz, and it gives Kane back his balls. Mark Henry/Big Show can always get their heat back. (And, real talk, sometimes wrestlers have to take the "L"
)
#1 contendership of the WWE TITLE: CM Punk vs. Sheamus
- Brock is in Punk's corner and costs Sheamus the match
- CM Punk becomes the #1 contender
- Result: creates heat for a Sheamus/Brock match which will jump start Brock's monster-heel run. This also gives Punk some future relevance as he's fed to Cena at the next ppv.
- Finally, it plants the seeds for an inevitable Punk/Sheamus feud.
The Streak: Undertaker vs. Dolph Ziggler
- Does Ziggler beat Taker? I don't know, but if you don't do it now then Taker will be too old for it to matter. He probably has 2 more Wrestlemanias left in his body.
- Either way, postmatch Taker shows respect and Ziggler and he hug...only to have Big Langston and Ziggler surprise the fans by stomping the shzt out of Taker.
- Hunter comes out for the save and Ziggler/Big E stomp his azz into unconsciousness.
- Shawn Michales comes out for the save and superkicks Big E...but then Ziggler Superkicks him. And then Big E and Ziggler stomp him out as well.
- The heels leave the ring to jeers.
- As a result: Major heat. The entire locker room could hate Ziggler. In fact, now he needs Big Langston as a bodyguard because everyone wants revenge.
- You now have your major heel players for 2013.
1 contendership for the WHC TITLE: Daniel Bryan vs. the Miz vs. Randy Orton
- I don't really care who wins, but IMHO it must be either Orton or Bryan.
- regardless, you use the match to build up Bryan. He needs to force Miz and Orton to the ropes, almost submitting.
- If Orton wins he loses to the WHC at the next ppv.
- If Daniel wins you begin the slow build to his first title reign. But in order to do so you must build "DB/The Dazzler" as a legitimate tough guy.
- Only a tough guy Bryan can take on a heelified Kane, Big Show, Mark Henry and...Brock Lesnar.

WHC TITLE: Alberto Del Rio vs. Rey Mysterio, Jr
- Face vs. Face, use old azz Rey to build up Alberto
- have Alberto pin Rey clean after a scientific match up.
- have Dolph Ziggler cash in $ in the BaNK and pin Del Rio clean.
- Result: stop frelling around, Dolph is the future of wrestling. Make him and Big E Langston run Smackdown as the top heels. This also allow Del Rio to earn his status as someone who cases a heel champion.
WWE TITLE: The Rock vs. Cena
- they've built it up, just go through with it.
- The average wrestling fan (and the average Wrestlemania fan) wants to see it happen. This is comparable to Hogan vs. Andre the Giant.
- After a ref bump I would have Brock Lesnar, the Shield and CM Punk try to barnstorm the ring only to have Rock & Cena fend them off "Hogan-style".
- Rock & Cena must work together, however, to throw Brock over the top rope.
- You are back down to Rock/Cena when a new ref comes down to the ring. Cena pins Rock, and they have a "mutual respect" post-match moment.
Postmania:
WWE needs to decide what to do with Ryback. I'd move him to Smackdown and bring Sheamus to Raw. Until they figure out how to book an "unbeatable face monster" there's no point in having him on Raw.
Brock will have spot duty so it doesn't matter who he feuds with in the immediate future.
On Raw, everything is built upon matchups with Sheamus. I'd also move Ziggler to Smackdown until he's established as the "next big thing". In fact, he could be the next heel-champion now that Punk has dropped the belt.
I'd keep Ziggler on Smackdown for a while. Once he's built up you bring him back to Raw to be a top billed star. By then Daniel Bryan or some other face will become the WHC.
Daniel Bryan and Kane should be forced to tag with each other, but the split will be like Evolution when Bautista split from HHH. You build Bryan up as the giant killer, taking out all of the bigmen.
Id' eventually have Brock and Bryan go at it, perhaps with Brock winning the WH Title and then Bryan winning it back somewhere down the line.
FInally, Shield/Punk continue to try to interfere in the WWE title matches, however, Punk is not trying to cost Cena the belt. On the contrary, he wants to invalidate the title. He'll bust promos to talk about the longevity of title reigns and the sanctity of the championship.
