That's easy. If multiple cops just sat outside of any bar or bars and pulled over every car. They would get this many every night in any city

Where I used to live, the cops would do this. They would have a guy in his cruiser park literally right next to the bar, but you couldn't see him if you weren't looking. Soon as someone walked out in their car and drove he would stop them. They didn't even make it 100 yards.
