You make a movie and you gonna want profit.
Black Panther would profit way more than Dr. Strange.
Not more than the amount who would want to see Black Panther.

Dr. Strange hasn't been able to carry a comic since like the 60s, and his series in the 90s all failed, and black panther has had solid features and comic series and graphic novels for years. Why is that the case if strange is so popular?

That's great for those people but movies cost money and a profit must be made.
With the profit factor in mind Dr. Strange loses out cuz he doesn't have much value compared to Black Panther.

ok, if Marvel wants to build the MCU up... then it should go with Strange first and show the magic side...we all ready seeing the cosmic side (GOTG).. and fantasy side (Thor)... we dont need another street level (Black Panther)

Magic isn't anything new. The whole movie scene is full of magic. Dr. Strange will be just another white superhero on the screen.
Black Panther on the other hand is a black superhero that would have his own movie. You are already getting black peoples money and the white people who are obsessed with black peoples will want to see it as well.
Its all about profit.
