That doesn't even make any sense
if you're gonna scam someone on Paypal or eBay its best to use someone else you know who doesn't use a PC or the internet as the means to do so.
i'm not a fan of Paypal and their shenanigans but being banned from them would make the internet a far less convenient place.

im in a situation where i got paid for a headphone amp and i promised to send it out. i do send it out but it takes longer to get there than expected and the buyer files a complaint or w/e and paypal takes the money back. the guy gets his product and he emails me saying he did. by this time the complaint is closed and the money is gone and im at -$145 in my account. i try to go through all the hoops telling ebay about the situation and showing them the emails from dude saying he got it. he even emails them himself saying to give my money back because he got it. and til this day ebay hasnt done a damn thing. so im in the negative on paypal. their service sucks so fukking bad they make the system fukked up just to make it hard to get shyt back fukk them

I've reached a point where anytime someone buys something from me on eBay I print up the shipping label from them and mail it USPS. That way eBay has the tracking info and if the buyer files a complaint they already know the package is in the mail. Also if you print the label off eBay you can pay for shipping using Paypal and you get the mailing price eBay quotes and what the buyer paid. Sometimes eBay quotes a lower shipping price than I've paid at the post office when I just take it there and pay for shipping.
