What's your take on buying property in the Rust Belt(Cleveland; Detroit, Pittsburgh, Baltimore)?

I've been looking into Detroit and Saginaw, Mi. I want to own apartment buildings but im gonna start out with cheap homes and duplexes. The property is dirt cheap their for homes that dont really need work done to them. I think you can eat off those, the only downside is the rent ive seen is only like $500 a month compared to more expensive places. I havent looked at the Baltimore or Cleveland market yet but you can eat off Pittsburg too its just gonna be more expensive than a place like Detroit but still fairly cheap.
