Is he a good rapper or nah?

I listen because the songs are good (production, hook, features, etc). The rapping is ok but he fits the tracks well and he'll drop a witty bar or two, some quotables. Overall he doesn't rap about anything introspective or anything like that. He's kind of like French Montana in that he just can craft good songs with the features he gets. Except French is better at hooks but Belly doesn't use any weird vocal inflections and ad libs like French.
