There's a difference between discipline and embarrassing your child, which is all this accomplishes.
Fellow students will make fun of the child for his haircut, the parents are literally encouraging bullying as the haircut is ineffective if kids aren't bullying the child and making fun of him for the haircut.
This is extremely short sighted.
