Nas is a poor example because he was known as early as '91.

Snoop is a better example but between "Deep Cover", "The Chronic", and then "Doggystyle" he had built up a buzz and anticipation.

Benzino is a clown but nowadays you can start rapping 2 weeks ago and be on the cover of Complex in a month. Paid dues is basically a catch-all phrase that means put in any kind of work on any level to break into hip-hop or rap. To have a back ground in it.
