Tank isn't going to fight anyone outside of the PBC stable of fighters UNLESS the fight makes sense financially. This isn't exclusive to Tank, it's everyone. Loma, Keyshawn and even Shakur weren't fighting anyone outside of the Top Rank stable.

If Shakur can build his name and get a few good performances in, a fight with Tank becomes worth it for both parties, right now, it's not worth it financially as it's high risk/low reward.
