List wasn't completely terrible but there was zero logic to their choices. Q-Tip wasn't the best in '91 by any measure. That would have to be Cube. Then as the list got closer to modern times they just put whoever was the most popular. If that's the kind of list they were going for put Hammer as the best of '90 and be done with it.

Hammer/naughty by nature instead of q tip and Redman

Caz wasn't popular in 79 also that was sugar hill gang no one knew who Caz was outside of NY back then
