gta 4 was the best dlc imo
Old World Blues and Lonesome Road were my favorites from NV
The story was dope, old world blues was hilarious, the weapons and game additions were good on both plus you could nuke the ncr and legion at the same time
and i cant forget the couriers mile at the end of Lonesome Road 
Worst goes to EA sports, they had DLC uniforms and Golf Courses on Tiger Woods.
The best has to go to Fallout 3 with Broken Steel and Point Lookout.

Far Cry 3 Blood Dragon deserves a shoutout
Also, most Bethesda add-ons are pretty substantial
Borderlands all the adds ons were good too.

Blood Dragon wasn't an add on, it was a stand alone experience.
But that still is DLC I guess.

It's refreshing to play a game that the creators had fun creating and wasn't so serious.
