Maryland granted new three-year waiver for No Child Left Behind

Maryland received a new three-year waiver Thursday from the Department of Education for the federal No Child Left Behind law, providing the state flexibility in meeting some of the act's strict requirements.

The decision, which extends the waiver the state first received in 2012, "allows school districts to look at accountability in a different way and spend more time making sure every student is improving instead of focusing on the bureaucratic process," said Jack Smith, chief academic officer for the Maryland State Department of Education.

Federal officials notified the state of the waiver in a letter to state schools Superintendent Lillian Lowery.

They are requiring Maryland to submit a plan explaining how it will incorporate student achievement in its new teacher evaluation system. The state has committed to using scores from new tests called Partnership for Assessment of Readiness for College and Careers, which are tied to the Common Core curriculum.

The state teachers union expressed concern Thursday about the language in the letter concerning that requirement. Union officials believe state law gives local school districts flexibility in deciding which measures of student growth they will use to evaluate teachers.

"While we're pleased that Maryland schools and students will not be subject to the counterproductive and punitive consequences of not receiving a waiver, we are disappointed that [the federal Department of Education] is attempting to strong-arm school systems into using state standardized test scores in teacher evaluations," said Adam Mendelson, a spokesman for the Maryland State Education Association.

Under the waiver, Maryland may use two alternative methods of helping underperforming students and schools.

In the first case, school leaders may turn to a state "breakthrough center" to get technical assistance in solving persistent problems.

In the second case, students who are failing to meet academic standards in their junior year of high school will be able to take a transitional class at a community college. The classes are to be developed jointly between the community colleges and the school systems.

Large percentages of high school graduates who enter community colleges are required to take remedial classes before they can enroll in credit-bearing classes. The transition classes would be designed to help eliminate that problem.

Six other states received waivers Thursday.

Several states have sought relief from the requirements of No Child Left Behind. Republicans and Democrats alike say the 13-year-old law is outdated, and the House and Senate have passed differing bills to update it.

Why do you think there are still 500+ staffing positions still unfilled?

This is all by design. The goal is to break the system into itsy bitsy pieces.

Sounds like a perfect opportunity for a Dr. Umar Johnson or Harlem Children Zone style franchise of private African centered charter school network funded in part by black folk and the Department of Education via charter vouchers
