As an artist? Missy. Missy writes, sings, produces, and raps. She isn't the best in any of those categories, but she's been effective in all four facets. She's written for Whitney Houston. The songs where she sings are dope. The song she produced for Monica ("So Gone") was so dope 213 wanted the same beat.
Can't write E-40 off though. He's a unique rapper who definitely made his mark on Hip Hop. Both are unique and had their impact. If this is just based on rapping, then it's E-40.
