Chinese and Indian students often grow up believing they have a RIGHT to cheat in school, spend their entire lives doing so, then move to the west after gaining admission to one of our universities. I have unique experience in this arena

I've worked in an executive position at a T14 law school & currently work in an executive position at a top 10 school

Tenured faculty have rights...if they did not break any rules in the faculty handbook, generally they cannot be fired

It's a very grueling process to fire tenured faculty

I've had to fire a tenured faculty member before and it took months to do it

Faculty members also have varying degrees of power...it's obv this prof has a lot of power...they can be a headache for dept chairs and deans

It's much easier to fire non-tenured faculty like Lecturers, Instructors, etc...

We often talk about negative stereotypes being untrue. Some positive ones can be untrue as well. There are plenty of dishonest, cheating, and even outright stupid Asians in academia, but no one wants to address that issue.
