Max B couldn't put out albums because he was and is in jail and prison. Vigilante Season was fire though and very well mixed.

Most of the tracks he's released from prison have also been fire. His song-making ability has gotten better. His versatility was and is off the chain.

I have all Max's shyt, his library of a legend, all his mixtapes, all his jail shyt. I play Paperworkl, Drop That Top, Blow Me A Dub, Baby I Wonder and others regularly. I was on Sohh in all the Max threads. Devin has been dropping classic albums since 94 with the Odd Squad. He has too many concept songs to name. Has made classics with Dr. Dre, is on Chronic 2001 doing classic hooks. You obviously aren't familiar with Devin.
