Where are you thinking of specifically?

Most of the world I've seen either is focused on getting rid of destitute poverty or is very bad at educating impoverished kids. I don't think there are that many countries that tolerate abject poverty and yet still give those kids a good education.

Literacy rates have improved dramatically in places in Africa and Asia, for example. One historical example was when Malaysian government banned Malaysians of Chinese heritage from public schools---yet, Chinese still overachieved in that country.

Few places in the world have abject poverty, though.
