Quiet.
Raiden as a character has one of the most forced, and comical story arcs in video game history. Kojima heard the backlash from MGS2 loud and clear and over corrected like crazy with MGS4 and MG Rising.
I'd say Big Boss' real sidekick was Kaz.
Snake had Otacon.
Raiden fits closer to Grey Fox in terms of plot function. (Grey Fox is in a league of his own. Incredible character).
Quiet is akin to Meryl minus the love story.
Bottom line, I don't think the OP has a valid enough comparison.

Raiden became the bigger badass, imo BUT Quiet was grimier, so I'll say Quiet.

Yeah, i kind of liked Quiets move set a little more also. Kojima def perved out with her though, he was like, “she has to be naked because she’s half plant and needs to absorb the sun into her skin for nutrients and...”
