They give him money cause he's known to make a lot of money, they are tightly knitted partners in Roc Nation, they obviously don't think that he's gonna Jay Electronica them. There's obligations but those does not have to include a recoup for tours. And even if it did, recoup means that you have to recoup initial investment before you can earn. Not that you have to recoup or you go to jail.

He did a tour 2003, 2004 straight after his presidency with Def Jam he did 2 and then signed to Roc Nation and kept on the same pace.

Tell me exactly what you think would happen if he didn't tour. Tell me what has happened to any artist that didn't drop shyt or flopped after their deal. The only reason Roc Nation can give Jay that type of deal is because the last deal, in which shyt was paid out periodically over 10 years.
