Beyonce could never be irrelevant, she's one of the biggest superstars/most beautiful women this world has ever seen. Her popularity has definitely died down as of late musically but she's still a megastar. She should fall back for a couple years let people miss her music then come back stronger than ever. If she never did anything ever again she already has enough money and a strong enough resume that she will be an A lister until the day she dies.
