Ehhh problem with saying 'GOAT' is its such a broad title that you will never reach consensus on it.

Beyonce got a great 20 year record of hits and such, but in terms of GOAT status her music is not really considered 'elite' quality. No offense, its just not widely considered 'genre' defining, or innovative, or the epitome of a genre. In terms of cultural impact of a pure 'performer' she isnt anywhere near an elvis or a micheal jackson or a jame brown. I mean keeping it real honest she isnt even the absolute TOP current R&B 'performer'/mega star with longevity, your boy justin timberlake is probably bigger, probably has more hits, probably has a longer career of hits, and probably has more critical acclaim for his albums...

Female wise in that category she doesnt have much competition... but probably madonna outclasses her just in pure 'performer' status, probably Cher, Dolly Parton, Lianne Rhimes, Reba Macintire, Shania Twain, Loretta Lynn etc are in the same ballpark as her in the pop performer lane. meaning long careers with a lot of records sold that...

Large part of why Beyonce is where she is at as far as 'GOAT'-ness is that R&B female performers arent marketed for long term careers the way country female stars are...

That's definitely a chicken and egg question... Can't say which ones the cause and which on is the effect. But definitely they ain't even TRYING to put no big money behind anbody anyone in the R&B lane who is black and been in the game more than 10 years unless ur last name is 'Carter'.
