As if Beyonce isn't a mom, wife, mogul, etc....she has a team that handles those things. Her team paid who needed to get paid to clear the sample. If Kelis or anyone didn't get that call that's on them

Nope, not really.

Seems like that only really happens when they need to go through the original artist to clear the sample. In that case, you'll hear stories about the sampling artist reaching out and letting them hear the track to provide approval and whatnot. Other than that, it's whatever, really. The respect comes in the form of, at least, a writing credit. Even in a case like this where the benefit may not be financial, you still get to take partial credit for creation of the song.

Not an insider or anything, but I don't think it is.

Like @Legal said, you'll hear stories about guys reaching out to the artist if they need help clearing a sample.

I doubt artists are calling artists every time a sample is used, especially if the artist isn't responsible for clearing the sample.
