I think I read somewhere that's it's not cash payments,but rather military hardware. So it's 550 million of missiles, rockets, and other stuff that was already bought off from contracts.

That being said, the fact that they got that much hardware, that I assume is not even hot off assembly line, but probably in storage somewhere, is incredulous. I would bet that Zelensky is getting some money direct to his wallet, or he's probably selling stuff at a profit.

They could easily break off some bread from the military budget to finance beneficial programs for the citizens.
