With the right storyline and gimmick he can easily be.
Look at Henry dude was sexual chocolate and still gets them chants sometimes but you didn't hear them chants when he was trash talking kicking ass Hall of pain Mark. Same when Truth turn serious and was smoking and whipping dudes ass he was getting good level heat.

Fans tried that shyt early on with Bray Wyatt with the Husty Harris chants but they brought into his character/gimmick and you don't hear them chants anymore
