The dude had 5 top #1 hiphop songs in a row and like 4 top 10 songs overall in a row, sold 3 and 5 million and his songs like Hypnotize are still played in clubs world wide during the end of the night and shyt. I.e. he was dominating shyt like MTV, so unless MTV was a local channel, I don't know what you are talking about. How can you sell more than nearly everyone, have more hits and only have fans in one city 
Here's the thing, some rappers just have crazy stans like a Pac or Nas. Others like Big don't really have crazy stans, he has a fan base of normal people. Most of his fans don't hate on 2 pac on forums or youtube in 2016, however go on any Big video and you'll see retarded Pac stans 20 years later.
