A lot of his humor is cringe bs at this point, he tries to push the envelope and is against "pc" culture when it isn't even warranted, he's old, white, and just doesn't get it.

I think his first show back this season he made a holocaust joke and it didn't really fit or was necessary.

Anyways as far as this "joke" goes I think he was trying to harangue the CIA and FBI for their surveillance of Black groups using a racial stereotype because of the article that came out last week, there was a thread here on it.
