It wasn't just Billboard that gave Pac less than favorable reviews. It was the media in general. Even so called Hip Hop heads were very critical of Pac. Pac's albums pre- Me Against The World had harsh critics who mostly cited poor production as negatives. Then there were people who claimed Pac wasn't a lyricist and these weren't Cacs that were saying it.
His first three were boof! No doubt
But the last three were classics that got respect among hip hop peers

ta nehisi coates shytted on pac after he died in the washington city paper. dream hampton, said he couldnt rap. elliot wilsons wife, who knew pac and wrote for vibe or some oakland paper, she didnt mourn pac right, was critical after he died in an article. im telling you, pac was not revered by the critical extablishment. and none of them mourned his death. they thought he was a no good black ( probably nig with the er). i seen cacs that praised pac presence in straight outta compton yet i remember those very same cacs, shytting on pac when he was alive. the dude name is richard roeper. film critic, remember an opinion column he wrote on pac when he was alive. man, pac was hated in his time for speaking the truth. just cause it didnt come in a neatly packaged “respectable” person, they dismissed it. lowkey, pac image back then was like azelaia banks now, yeah she bring in knowledge now and again, but the packaging leaves a lot to be desired. me? i loved pac the most next to cube. natural charisma. music pulled you in. only his fans were true beilievers, but it has to be said, pac was not loved by the music or rap critics.

its only now everyone is seeing what we lost.

ps, can we get the name of this clueless cac who wrote this reviews? i cant see his or her name printed. probably hiding.

yep, toure was one of the biggest pac haters. man. people think its only cacs. shyt, pretentious negroes were at the front of the line with the slander.

Toure is exactly who I was thinking about when I made the post. He pretty much pioneered where Hip Hop journalism has gone. Not necessarily a good thing.
