Bet... So MWBE = Minority and Women owned Business... it's a certification businesses that are eligible can receive and helps out a lot in securing contracts like this. This is what I assumed she had. Meaning 1) She did her due diligence and 2) It could very well be that being a woman assisted. Not necessarily being black.
It turns out the business has an EDWOSB certification-- Economically Disadvantaged Woman Owned Small Business. So if anything... being a WOMAN helped secure the contract-- not being Black.
