I was under the impression that most city managers were hired & fired by the mayor of the city
Nope. For example my city, mayor elected by a 4 person panel although the ppl still get to vote

im going to ask my dad. I have personally never been there. Going to see if I can gleam some info.

My guess is gerrymandering/ voting during local elections (repubs are good at dominating local areas b/c they tends to be little- to no public advertising.

when i heard about it in ferguson i was shocked and there it was 60%, this place is 70%. there must be some psychology behind this. years of being mentally beaten down and discriminated against has made them pliable or something. i just don't get it. are more than half the voting age black folks disqualified because of criminal records? shyt is baffling to me.

that sub section of the state is fairly poor and Blacks are even poorer (on average), there is little of a black political class to challenge these folks most of the time and these folks have been so isolated from the local politics that a semi apoliticalness has developed as a result.
