Large-scale corporations have seen some capital freed up.
I don't think a survey is even remotely an accurate picture either, particularly when sensationalised.

The wealth gap has continued to grow.
Black wages are still lagging behind.



It's cool that people are looking to start their own businesses, but I've seen no data showing that these people are better off especially when the article that led you down this path says blacks still face the same discrimination for getting business loans and access to capital which is the overwhelming number one need. Further half the businesses cited in this survey as 1-2 person businesses that are losing money.



That's why @Cali_livin 's statement that it shows more of a change in mindset towards black owned businesses in our community is more likely than a change in policy to explain the survey. Again, unless there's some data I'm missing, the policy changes you're referring to haven't changed the black condition in the ways you're asserting.
