If anything I would chalk the stuff in that link up to increased use of HIDTA by local law enforcement, that's leading to cases that would usually be handle by the feds being handled at a state level. Also, dudes that caught those inflated sentences during the 80s and 90s finally getting out
I think most took the "this" in his statement to mean injustice in the criminal justice system toward black people, not just wrongful murder convictions. Point of the link is that it does matter whose in power. Obama was doing a lot in regards to criminal justice reform.
