My uncle on my stepfather side was in the army in the 70s and was stationed in Germany and he said they used to run through them German women. He doesn't know if had any babies or not but he's sure he did because he has six children from his wife so obviously he was able to produce.
When I used to go to the VA hospital I would chill talking to older vets and they used to talk about all the Vietnamese women and Thailand women(when they had R&R) they ran through and probably had babies with during the 60's and early 70's. They were pretty much nonchalant about it because they knew they wouldn't have to take care of the children because the odds are they would never see the women again. shyt was pretty disgusting the way they were bragging about it.

On the subject, here is a pretty good documentary about this kind of shyt over in England, white American soldiers used to literally kill black American soldiers if they caught them with local British white women. Whites Americans came over to England and tried to enforce Jim Crow over there but the Brits wasn't having it most of the time.
My grand uncle did it in the Philippines.
