Because you say that they are under a certain rule which if they actually followed they would not of been talking giggling at the specific time when a man is talking about his dead son which would of prevented this entire scenario from happening.

Dudes acting like police are the end-all-be-all for protecting our communities. There are a number of alternative organizations already setup by blacks and other ethnic groups to protect their neighborhoods in existance. In fact, calling the police is sometimes a last resort.
