i've always been a huge fan of both (still rock my official D.I.T.C., Big L & Fab 5 tees from back in the day) so this is a hard choice.
at one time, BCC was giving Wu-Tang a run for their money for best crew out, that is until they dropped For Da People in late spring of 97 and disappointed everyone and a little over a month later Wu-Tang dropped Wu-Tang Forever and ended any talk of who's better.
I'll always have a soft spot for D.I.T.C. though cause they remained consistent as fukk and proved overall in the long-term to have more talent (they have two of the best producers on the mic ever in finesse and diamond) and the illest mc (r.i.p. Big L) out of either crew.
as far as group albums, both versions of D.I.T.C.'s album murder any BCC group album.
but honestly if you pick the top 3 albums from each crew it's a goddamn photo finish, it's that close.

with that said, I really can't choose. i'm just happy I was able to experience hip-hop when shyt like that dropped seemingly every month.
shoutout to starang wondah for being the most unsung mc outta both crews and one of the illest mc's to never drop an lp...damn shame.
