If Westbrook is moved, it will be obviously to the Lakers.

The Lakers have limited options via the cap and no one has more assets than GS

I think Beal is content with being on a losing team. He gets sympathy, praise and no pressure while if he gets traded to a winning team, the expectations are heavily increased and he'll get criticized if they lose.
