I don't see how swapping Brown for Beal automatically makes Boston a contender. At best it's like a 15% upgrade and Brown is still improving every year.

It doesn't, Beal is a guy you add to a core of 3, he's not good enough to just have a duo. He makes great sense for Warriors and would make them the favorites in West.

I think Beal is content with being on a losing team. He gets sympathy, praise and no pressure while if he gets traded to a winning team, the expectations are heavily increased and he'll get criticized if they lose.
