I can kinda understand his point. if done well, this basically makes the defense guess till the last moment who should be covered and who is ineligible. and a player whos covering ineligible player on one side cant just jump on other side of the field.
but its not really illegal. its countered by putting a dime package out, pulling safeties to line of scrimmage and doing disguised DB blitzes.
it does slow down conventional pass rush, which is what the pats intended to do anyway imo

the only difference in that vine is both the eligible and ineligible guys are linemen (so at least one of them had to report as eligible and ref had to call him out)
in pats case both eligible and ineligible guys were backs
To give you an idea of what the Patriots were doing, just look at the play below (image via SB Nation).
Vereen, who's circled, is an ineligible receiver on this play because only the end player on the line of scrimmage is eligible. Vereen clearly isn't the end player.
The yellow line represents the route Hoomanawanui is going to run. Hoomanawanui is lined up next to the left guard, where the left tackle would usually be, but Hoomanawanui isn't the left tackle, he's actually an eligible receiver.

This is stupid. If you can bring on an extra OL as an "eligible" then it only makes sense that you can bring on an extra skill position player as "illegible". Harbaugh really looks like an idiot.

the thing is, it wasnt an olineman catching the pass, it was the tight end. tight ends usually are eligible. so basically defense sees two guys who can be eligible. once vereen stepped up to the LoS the defense shouldve noticed that though.
so I understand where harbaugh is coming from, but its basically exploitation of the rule moreso than 'cheating'. basically ravens D got caught very offguard by that. there are ways to counter that if you know it can be a thing, but the first time defenders are like 'wtf'
