I'm no expert on how shyt is in Brazil, but I saw a documentary(looks like it was filmed in the early 2000s) where some British actor went there and he interviewed guys from law enforcement and gang members to get both sides()

The gang member interviewed said the gangs and the people in their communities would rather handle their own disputes than get cops involved because they aren't seen any better than rival gangs. He also said he would spend all day trying to get a job but couldn't get hired, so drug gang was the only way to support and protect his family

The law enforcement agent interviewed said they operate like cliques and will sometimes hunt each other down with the weapons they've confiscated from gang members

Im brazilian. Even with the fact that bolsonaro is a dumb mysog racist, brazilian population, in general, tired of the crazy amount of crimes, gangs and violence, truly believe he will make brazil better and really fight crime.
