Apparently he or the both of them tried to carjack someone and shot at that vehicle. They also had a shotgun on them, doesnt really say they actually shot at the cops. They say the cops "engaged" with him and he was armed. Seems like they just want these guys dead. One of them is a cop killer and they've just made the entire New York law enforcement look like fools. Sounds like grounds for a T.O.S order.
