I think they get the idea that the shooter might start taking out more people if they come in....but I agree completely,this is not a hostage situation at all....seems like the shooter is more likely to kill theyself and end it when they feel the cops closing in....but nah theyd rather stand around like some punks and say fuk the kids getting shot in the building.
