As societies go through struggles and upheavals , political violence increases until the current order or new order brings another bout of stability.

You’re falling for the “end of history” fallacy. It’s better to think of historical trends as cyclical instead of something we evolve away from. In the American context, we had the upheavals of the 60s until the society and government addressed a lot of grievances or shut down dissent and this led to a period of peace. repeat this pattern back to the founding of this country.
