Besides the Obamacare ACA tax credits, the heart of the shutdown was OMB withholding congressionally appropriated money. Russ Vought has frozen over $400M across the U.S. government this year.

We had a 40-day government shutdown, when all they had to do was extend ACA subsidies. Not pass new subsidies. Just extend the current ACA subsidies. Our government is broken. The Republicans just needed to pull in 7 Democrats. This should've been a simple negotiation. But the two parties no longer work together.
