There is a beacon that is crash activated...but that might not be functional on an Iranian aircraft, as the frequency channel may not be standardized.
Not familiar. They could have gone off of the flight plan and backtraced...but for operational security...may not have been published past military channels.
GPS only works if the system has power. If the jet is running on battery power, and the emergency electrical buses are intact...the emergency systems would be functional off of DC.
My best guess is that Iranian brass know the details of the situation and world press is definitely the last to know.

Military helicopters usually have FLIR and GPWS.
If they had to respond to a weather anomaly with a partially capable jet is another ball game, they didn't sign up for.
