I think it’s any time there’s more than 3 or so victims in a specified area or something similar.

I do feel it was redefined that way to make sure black folks could be pointed to as perpetrators of mass shootings instead of the intended definition (intentionally harming innocent people in mass/large gatherings)

They’re making us the face of mass shootings, just as they’ve done with government assistance.
