Basically states that have a history of racial discrimination have to send there redistricting plans and changes to voting laws to the Justice Department for clearance before they can move ahead with it. They don't need that clearance anymore.
no. that's not true. the clearance part still stands. the formula to determine which states are "racist" is not allowed to stand anymore. congress can pass another formula but with this congress it probably won't happen.
