Buildings are 100 years old...who knows when it was last inspected.

Pipes underneath are too....a lot of these things are ticking time bombs. Pipe exploded under Grand Central a few years back that was like 100 years old...it'd be impossible to check all of em.

They have all this stuff cataloged and on record. ConEd for example replaces all its pipes and cables in age order.

The real problem is the DOB is comically understaffed. Lot of buildings in NYC should be condemned/torn down.

There are zero city agencies that are even close to being understaffed. Underworked- different story.
