The DNA results were inconclusive because the gun was wiped down. Both Tory and kelsey had gunshot residue on them.

And he saw the woman shoot, but stated that Megan didn't fall to the ground until Tory started shooting. So we dont know who shot meg, but we know they both fired the gun, kelsey and Megan saying Tory did it and Tory saying Kelsey didn't do it.
