Because it makes no sense for your elite super secret intelligence departments to fukk up so many times on taking out a target, especially after that target lost the protection of the Soviet union.

A trained soldier choosing to just get arrested after being disruptive probably gave these leaders a surge of adrenaline like watching a horror movie. You get scared for a second, then remember the average American is docile and would never actually hurt them.
This will be forgotten and ignored, but the thing that would ACTUALLY get results is if those soldiers formed a militia and started teaching people in their communities how to use fire arms and survive in urban combat zones. There are millions of Americans out there who are armed and do have some militia experience/membership. The problem is the majority of them are white supremacist in nature and will 100% backup any sort of regime that alligns with their goals. They of course hate jews too, so they love Israel as a storage site for American jews. It's a place to park all of them and they hope for the day where American jews either choose, or are forced out of America and sent to Israel so America can be a white ethnostate just like Israel is a European/american mostly white Jewish ethnostate.
