I wouldn't be surprised.

China has a larger (albeit less tech saavy) military than the US but it literally has no combat experience. From its generals to its infantry these guys have never seen real non-domestic war against a competent fighting force. Its why they'd get bulldozed against against a near peer and would probably take bad losses against an organized terrorist org (like HAMAS or ISIS)

This might be their way of getting some troops real combat experience. Problem is China probably doesn't have that Wagner/Blackwater plausible deniability apparatus.
