I think because most people pay with cards now they aren't used to just dropping cash and bouncing especially if you leave a tip and aren't asking for change. I've seen it done as a kid to me being an adult now so I don't know why people are shocked.

I pay everything with card now, but in the past (especially at a place like Waffle House) I’ll just leave the money when I get done & let them keep whatever change is left over for a tip.

Proximity is also important. The brother seems to have been sitting directly infront of the cashier mere inches away with a clear line of sight. Who knows if the brother didn’t gesture or say something he didn’t hear.
